The World Association of PPP Units and Professionals (WAPPP) was established following the constitutional meeting of PPP Unit officials and PPP experts held in Geneva in May 2018 and the series of Declarations by national PPP Units and infrastructure agencies in support of the United Nations Sustainable Development Goals (SDGs), adopted under the auspices of the United Nations Economic Commission for Europe’s Working Party on PPPs as well as the United Nations Conference on Trade and Development (UNCTAD).

WAPPP is a non-profit association established pursuant to Articles 60 et seq. of the Swiss Civil Code and governed by its own statutes. It is non-denominational and politically neutral. The Association’s headquarters are in Geneva, Switzerland. The Association shall be of unlimited duration and shall pursue the following aims:

  • To promote and enhance cooperation among PPP units, infrastructure agencies, international financial institutions and multilateral organizations;

  • To establish a global network of public sector civil servants, private sector professionals and PPP consultants and advisers;

  • To strengthen information gathering systems, promote research and information exchange among PPP entities and practitioners;

  • To share country and regional experiences in designing, tendering, implementing, and overseeing PPP projects;

  • To provide PPP units and infrastructure agencies with access to technical assistance and training and respond to objections on PPP issues in order to make implementation of SDGs through PPPs more popular;

  • To facilitate access to funding for PPP projects and mobilize investment especially in SDG-related projects, as well as provide other assistance and referrals to catalytic intermediaries, venture funds, relevant bilateral and multilateral agencies, corporations or professional associations for the development and implementation of PPP investment programs;

  • To monitor and help implement innovative financing mechanisms for PPP projects;

  • To support government efforts in developing PPP laws and norms inspired by international best practices and in adopting sound PPP strategies;

  • To foster the implementation of SDGs through “People First” PPPs and enhance the “Value for Money” approach with that of “Value for People” by upholding business integrity, enhancing transparency and fairness, and maintaining robust checks and balances on inappropriate behavior along the lifecycle of soft and hard infrastructure projects.

The aims of WAPPP shall be accomplished through physical and virtual meetings, seminars, webinars and congresses, through the publication of regular periodicals and special reports, and through such other means that may contribute to WAPPP’s general objectives and goals.
